OverClock is BaseClock Observation?? Normal or Factory Tweaked over Factory Overclocked?

I have a STRIX-GTX970-DC2OC-4GD5 i'm seeing different and higher clocks in GPUZ, not as per specs. I used Asus GPU tweak II to set the GPU Clocks to 1253Mhz it ain't works, even if shows all ok on applying settings. As per specs It should be :

Silent Mode: 1114Mhz[Specified] while 1273Mhz[Observerd]
Gaming Mode: 1253Mhz [Specified] while 1303Mhz[Observed]
OC Mode: ? [Specified] while 1378-1404Mhz[Observed At times with heavy load]
No voltage tweak is there nor memory tweak, When i ran GPU Z on this card normally before installing tweak software it follows the Game mode as Default[1303Mhz]. Checking render ouput form GPU-Z it always runs at 1303Mhz not 1114Mhz.
I talked to asus guys they say your MBD is overclocking it from bios, i checked BIOS it is not i had a MSI Z87-G43 and OC genie is turned off.
Is my card came Tweaked from factory?? Tweaked over factory overclocked gpu?

Your GPU will overclock itself as long as your temps are low and it isn't using all of its wattage -- it's called Boost Clock. This is normal, and GPUs have been doing this for years now. Read reviews of graphics cards -- they mention Boost Clock in most of them.

The GPU clock has nothing at all to do with the mainboard. The ASUS people probably misunderstood you.
