Overclock non K skylake help

So i heard that intel fixed the BCLK OC ppl were doing on non k models by issuing bios updates.

Say, IF i bought a i5 6400 and a Z170 series motherboard with it, could i flash to an older bios that ALLOWS me to OC my 6400? IF i could, can anyone recommend an affordable z170 motherboard?

You can still try OCing it via the BCLK, though generally results haven't been that good
