Overclock not applying

Right so I have my asus sabertooth z77 with my i7 3770k, already overclocked to 4.2 but i want to go to say 4.6.

changed the ratio to 46, put my voltage a little higher, save and exit, but nothing changes is windows just the voltage.

i change speed to 4.3,4.4,4.5 in bios. and every time i launch cpu z it says the exact same 4199.02 and doesnt shift.

ive disabled all the C states etc, speedstep all that malarkey.

it was simple enough to get to 4.2 and i did even before have it to 4.6 but changed it back, but since have got a new cooler.

to say this is pissing me off is an understatement. am i missing something obvious? there isnt much too blumming do.
 
flash the bios (that little button that resets all bios changes. then turn off all the built in overclocking profiles and change to full manual mode. disable intel turbo boost, change v-droop offset to 85% or so (lets the voltage not stay at max all the time, could be called voltage offset in asus bios) then increase your core voltage to say 1.25 to start and then try multiplier of 4.6, then go test it for a few hours
