Overclock stopped working

Hello.
I had my cpu overclocked from uefi to 3.2 (from 2.6) using just the multiplier and it worked in windows for 6+ months and then one day I noticed its back to 2.6. It still works in linux though.

AMD Athlon II x4 631 @ 2.6ghz
ASRock a75m motherboard

Motherboard settings were set to the original 100mhz bus with x26 multiplier and I changed that to x32. It used to work in Windows 7 but now when I have the multiplier at x32 it lowers the bus to ~80mhz which makes it 2.6 again. I have the bus speed set to manual 100 but it ignores it when the multiplier passes x26 under load. I'm not sure if that's enough info, so let me know if you need more.

SVM: enabled
CPU Thermal Throttle" Auto (disabling this didn't help)

Those are all my options in advanced CPU. Does that look correct? Like I said though, it works in linux.
 


Not recently I don't think, probably did around the time I OC'd though(its on latest version). I know the OC was working at one point because when I changed the multiplier from 26x to 32x all of the benchmark scores and heat increased. I did a bunch of looking around though and it appears you are right, its not unlocked. This is sad news because if I set the bus above 115mhz my entire system starts to go wonky and has troubled detecting USB and SATA devices.
