Overclocked graphic card

when the version of the graphic card is oc , does it mean that it is factory overclocked , or overclockedable ?
also , I want to upgrade my pc , what would you recommend upgrading to get the most of games like fifa 19 , gta v and the incoming next generation games?

stats :
cpu ; i5 4570 3.4 ghz
Ram : 8 RAM - 2X4GB
MOBO - MSI HP1M-P33
Graphic card - Gtx 660 ti
Power supply - Antec 650W

When it says that the gpu is oc it i factory overclocked but that doesnt mean you can push it more yourself, as for your build i would suggest a gpu upgrade for sure, you have a decent cpu, and a not to bad gpu. I would suggest selling the 660 ti and getting a 970 becouse i couldnt find anything about your mobo so it might not be able to support the 1060

ill upgrade the mobo if needed ..
and what about ram upgrading ?
