Overclocked my i7 4770k and now it's constantly running at 4.5 ghz

Hi i overclocked my i7 4770K and not its all ways running at 4.5 ghz even at idle these are the setting i have set my overclock to in this video https://www.youtube.com/watch?v=2cp5wPNUshw
i tried messing around with the power options but nothing works and idea what the problem could be? Also i had it run in prime95 for around 20 min and it stays around 70C is that normal i used core temp and HWmonitor thanks

Did you turn off SpeedStep? Can you take a dirty photo of your BIOS settings?

Make sure that even on idle there are no processes running that might want cpu horsepower.Also,maybe the speedtest is not on this tab or has another name.Check through your bios to see if you find a similar setting.

made sure nothing els was running and still running at 4.5 and cant find speedstep or something similar so now i dont know what to do
