What motherboard?

The Turbo Boost is already 3.6Ghz so, I'm sure you could get at least another .2 out of it.

I've got a 4670K at 4.0Ghz just using the on click overclock feature of my motherboard and a Coolermaster V8 cooler
 
Well, the specifications suggests that this cooler supports the sandy bridge 2011 platform, not Haswell-E. If you absolutely have to pair it with a cheap air cooler, I would suggest the Cooler master 212 EVO. My friend has this CPU and cooler combo, but it isn't good enough for any OC (in a fractal Define R5 case). But if you have case with good ventilation, you might be able to mildly OC the CPU. But I would personally hold off until you can afford proper cooling. In the meantime, the 212 EVO is a good purchase until you can afford something like the noctua NH-D14 or a Corsair h100i CLC.

Edit: I saw the previous post with about your mothboard, what case will you be using? Is there a reason why you are going with ITX?

As previous posters have said, you will have a hard time finding a cooler because of the ILM socket, so your OC capability is going to be limited.
 


In this case, your only options will be that included fan or an 120mm AIO liquid cooler. I wouldn't do any overclocking with that stock fan though, unless you want to kill your system.
