Overclocking 8320 on Ascrock 970 EXTREME4 PROBLEM

Hello
I am not so unfamiliar with ocing but I have a big problem ocing the cpu in this mobo ..even hitting 4ghz on turbo mode I don't know what to do pls help If u know anything ..
cpu water cooled
vrm temps low under 50 even while gaming
case temp 30-48
If I bump the v core nothing changes cant hit 4 ghz at all also I putted the mult in 20x
 
Solution
The 970 Extreme 4 has very weak VRMs that are at best only barely adequate for running an 8 core FX chip at stock speeds, and ASRock themselves state in the CPU support list that you need a top down blower CPU cooler to provide additional airflow over the VRMs when running 8 core CPUs on that board.

You are likely VRM throttling even if the temp sensor that you think is for the VRM says its not. I would say you should forget about overclocking with that motherboard, frankly you'll be lucky to run the chip at stock speeds without throttling under heavy loads.
