Overclocking a 586IPVG motherboard

I have a 586IPVG motherboard with a 166 intel processor. I tried to change the JP1 jumpers to run it at 200, as it showed for its setting. That is all I did and it doesn't even start up. so I changed it back and it runs ok. BUT I was hopeing you could tell me exactly what to do to make it work. Sould I just stay with a 200 or try for a 233? The motherboard manual can be found at.. http://www.dfi.com/download/MANUAL/586IPVG.PDF
I am a complete newbie, so any help would great.

The processor might be multiplier-locked. Intel started doing that toward the end.
GOOD NEWS is that you can always put in a K6-2 400, set it at 2.8v core and 2x, and the prcessor will interpret it to 6x, giving you 400MHz! This requires a good cooler.

thanks, about how much would that cost? What is the proper way to set the jumpers to try to overclock it?
