Noctua NH-U14S cooler

G.Skill Ripjaw 16gb 4x4 1600
GeForce GTX 960 2gb
Corsair 500M 500w psu
On games such as Arma and Skyrim, I usually get around 30-40 fps (with mods, although vanilla doesnt usually run that much better), and I dont feel that I should be getting those numbers. I speculated its either my cpu or the vram on my graphics. If its the cpu, would overclocking help much?
