So I'm trying to overclock my cpu to 4.0 ghz. I plan on using these settings:
C1e States - disabled
Turbo/boost - disabled
High performance mode (HPC) - enabled
CPU set to multiplier 20.

I want to know if you guys think that this is too much or if I could change some of the settings to hit 4.0.

here are my specs:
CPU:AMD FX-8320 3.50 GHz Eight-Core AM3+ CPU 6MB L2 Cache & Turbo Core Technology
HDD: 1TB SATA-III 6.0Gb/s 32MB Cache 7200RPM HDD (Single Drive) MOTHERBOARD: * GIGABYTE 970A-DS3P AMD 970 ATX w/ Ultra Durable 4 Classic, On/Off Charge, GbLAN, 2 PCIe x16, 3 PCIe x1, 2 PCI POWERSUPPLY: 600 Watts - Standard 80 Plus Certified Power Supply - SLI/CrossFireX Ready VIDEO: GTX 1070 COOLING: CORSAIR H55 HYDRO SERIES.

It's possible it could work, but only you can find out the limitations of your particular CPU. As said about the board, it's not really a board for overclocking with. Things are likely to overheat or not provide stable enough power and cause instability issues.
