Overclocking and BIOS help

I have a Z87 gigabyte motherboard and a i7-4770k CPU. I want to overclock it to 4.3 ghz. I wachted some guides and they all say that 4.3 ghz should require around 1.25v but mine uses 1.390v or i nust understood something wrong.

I also have a BIOS problem. It seems thatit refuses to save any setting which also leads me to the idea that i never overclocked my CPU. I think thaT it never saves them because:
1. I always tried to make my razer mouse and keybaord to work when the pc is starting and the USB Legacy support never stays ON.
2. I always change my boot sttings to ultra fast which the BIOS seems to change to Auot after I exit the BIOS.

So how can I be sure that I overclocked my CPU and that it wont burn or something after 24 hours?
I have just a cooling fan that came with the CPU.
 
you won't want 4.3 on stock fans - too hot.
gotta click save and reset to save bios settings, not save profile, exit.
use software to check what the cpu is doing.... CPU-z and HWmonitor are reasonable. Intel Extreme Tuning utility is better for voltage reads.
 
I always click save and restart when i am in the BIOS but it just doesn't like to save things. I managed to get everything back to normal(everything is no auto) and not CPU-Z says that the core voltage is 1.190v and that the multiplier is between 37 and 39.
