overclocking cooling pad fan speed

I have the trust gxt 277 notebook cooling pad with a 20 mm fan, but it seems it does not change much the pc's overall temperature (cpu and gpu).

So I know these are supposed to be connected to a usb port with an output of 5V@ 0,50 A.
I found a powersubbly with an usb cable attached from another device and hooked it up to the cooling pad.

The output is 12V @ 1,5 A.

The fan runs quite a lot faster and this does affects the temperature of my laptop.

My question is, is this safe? should I be doing this or will the fan 'burn out'?

 
Solution
Its designed to run off of 5v and running it off of 12v would certainly make it spin faster. Can you see the fans label to see if its a 12v fan?
I Would not plug another device into the pads other USB port
