Question Overclocking cpu

So I overlooked my cpu from 3.5 GHz to 3.7ghz and when I start up windows I and open task manager it says base clock speed is 3.5ghz does it mean it didn’t overclocking? If it didn’t how do I make the overclock to 3.7 ghz

Make sure save bios settings on exit.

Run CPUz and see what the clock speed is accurately applying an overclock.

The core speed switches constantly between 3.8, 3.7, 3.6, and 3.5

At idle they will bump around a bit.

Looks like you put the multiplier at 38 which would make it 3.8ghz. It has applied correctly.
