Problem Is This
That My BIOS shows a grey highlight on the CPU frequency option viz. is by default 200 Hz

Sounds like your motherboard doesn't support overclocking. Is your computer a Dell, HP or similar brand? These manufacturers typically do not allow overclocking in their BIOS options.

Mine Is ECS G41T-M7 1.0 Motherboard
My motherboard Brand name is ECS EliteGroup
I have Also Updated my BIOS From ECS Website But Still The Issue persists
However The Other Latest Motherboards of ECS Shows such Qualities
E.g., ECS X79-R [ The Daddy of All Motherboards ]

That board does not support overclocking. ECS boards are well known for being either incredibly limited in their overclocking options, or not supporting it at all.

Sorry, but overclocking isn't an option with that board.
