can u explain the reasons

The lower the better, especially for you. Try 1.3-1.35 for starters.

It is terrible, but he is at 3.9 already at 31C, and 1.248v.

So? The FX6300's stock turbo speed is 4.1ghz. It *should* easily be able to run that full time at stock voltages. I would not be surprised if it cannot though.

Trying to push it any further than 3.9ghz will likely result in throttling. His best bet is to leave it at stock speeds and hope it can even handle the turbo speed. He may have to disable turbo just to keep it from throttling.

I put the stock fan on the vrms to cool them and I saw someone who over clocked their fx 8350 to 4.7ghz on this board

Let me guess..... it was a youtube video? I can make a youtube video of a FX6300 overclocking to 10ghz if you want. Please don't pay attention to those videos.

Even if somebody managed to boot a stable 4.7ghz, I PROMISE you that that cpu spends 99.99999% of it's time in the lowest low power state the FX8350 has which is 1.4ghz I believe.

No I saw a couple of builds on pcpartspicker and the reviews you can check them out

Like I said if you want 4.2 change the multiplier to x 21 and give it a shot. Maybe go up .1-2 volts if you go through with it. The fact that CTurbo (no disrespect) says you should be at default clock speeds when you are already at 3.9 tells me you might be able to work some magic.

Look at the second pic and tell me the voltage because since I have a bios not uefi I can't put in voltages but add them by I think .125 but I'm not sure

i am pretty rock stable at 3.9ghz i have been using that for 3 days now and no issues or throttling. it now acts like a fx 6350 with the exact same performance i just want more of that performance thats why i am trying to get like a 4.2 ghz. i wont go over that because i want to play it safe
