Overclocking FX9590 on 990FXA-GD80, Voltage Droops

I'm trying to get at least 5GHz stable across all cores on my 9590, but my motherboard has a maximum CPU voltage of 1.54, and with voltage droops at load that goes down to about 1.47-1.48, at which point anything but stock clocks are unstable. The mobo doesn't have LLC, and there's not much else I can think of. What should I do?

There's a lot going on that is just wrong here.

1) There is no 990FXA-GD70 as far as I know.
2) If there was, it wouldn't be able to push an FX-9590.
3) Maximum Vcore of 5.4? I'd like to see that :D
4) The FX-9590 is 5GHz turbo out of the box. There is no need to overclock it. That's the whole point of buying this stupid CPU. You pay more since AMD clocked it for you.

Just fixed various things, I must have been out of it when I wrote that. Anyways it's not just any 8320/50 OC'd, it's a higher binned chip, and I'd like to get as much out of it as possible.
