Overclocking Gpu artifacts or frame tear

Im overclocking my gigabyte gtx 960 4gb gpu memory and im seeing frame tears or something like that. I am wondering if that could just be my bad monitor( btw its a Panasonic tv so not a good monitor by any means) or could it be artifacts. Now im doing the overclock on unigine heaven 4.0 and bear in mind this is my first computer so everything you guys say hear could be new to me *go easy* and the only frame tear/ could be artifact is when i circle the dragon towards the end *day time* im running on tessellation extreme if that helps at all. they are different shapes that appear and disappear very quickly and are the same color as the back ground behind them. i have fiddled with the voltage once this could be the stupidest thing i have ever done i went up by a total of 1.0 volts tho it was only for a quick period because the bench mark crashed anyway. If you dont know the answer to the question feel free to leave some tips etc would be much appreciated.

alright but the thing is when i go to something like furmark same settings and above nothing happens i even downloaded valley and tried it on that
 


Maybe a driver issue, but what happens when you set speeds to stock? Does the issue go away? If yes, then it's an issue with the overclock, should be lowered. It may be that specific render option that uses a specific part of the video chip that does not like the speed it's running at.
