Specifically, you need a more powerful PSU than normal if your overvolting + overclocking. If your just overclocking on stock voltage, then a normal PSU is fine.

I'm not exactly sure. If you don't up the voltage, it should be the same amperage? Let me get some of our PSU gurus on here.

Raising the power limit is what actually increases PSU demands. The card will throttle based on power limit no matter what it's overclocked to. In most cases, the power limit cannot be increased by more than 10% without a custom BIOS anyway, so VGA overclocking is not going to make a huge difference for most people.
