All cards are different you did not even list the exact card you have their a bunch of EVGA 960's
One word of advise DO NOT click the make active on start up until you find a stable overclock you can have major problems if you set it to high and it won't boot or show anything on the monitor.
There's no "best settings for the highest fps". Each card is a little different in how far it can overclock. Follow a GPU overclocking guide and do it yourself.
Use something like evga's OC scanner to test stability. Try not to touch the voltage when you are overclocking. Try 25 mhz on the core at a time testing in between each. If you're stable then try another 25mhz. Once you reach max stable clock there you can slowly start to overclock the ram the same was only i would do like 10-15 mhz at a time. Some cards if you have a high core clock the memory wont overclock as much so you have to lower the core clock to bump up the memory clock speeds. Just have to play with it till you find the sweet spot. Make sure to keep temps in check also by setting custom fan profiles.
