So I'm going to buy Asus rog strix GL753VD which it has a gtx 1050 4g and I was wondering after watching some videos and to get a good idea about the whole thing If I could overclock the gtx 1050 to 1710 Mhz (1455 at boost clock) and still stay at 70 degress and I wanted to ask someone to tell me if its safe to do that

No one can guarantee you any overclock or temperature. You'll need to experiment to find out what you can get for either. It's possible your overclocks might be higher than others, or lower. Temperatures depend on a lot of factors, so yours could be higher or lower. I would benchmark the system as soon as you get it, at stock speeds. That way as you overclock you can see what, if any, difference it makes.

like the laptop predator 21X which it might be a laptop but it can be more powerfull than most pc I think my laptop will be powerfull enough and also strong to hold overclocking mate I respect yours thoughts but I dont think my laptop is a puppy:)

no I did not mean the laptop was a puppy but notoriously laptops ventilation because of the tightness of the passage ways can make an overclocked cpu or gpu overheat very quickly I do wish you good luck on your project and would love to hear more about your success.

I was prepared for that situation I give all my hopes on the fan base I will use with my laptop too
it has 4 fans of 2000RPM (small fans) and 1 fan of 1200RPM(big fan)
I will play 1 week without overclock just to see how things go
with heating and perfomance and then I will decide if I will overclock
or not I will give you the results when I have them:).

I just read some articles about overclocking an 970M on a laptop and I saw that most laptop's gpu can be inscreased by 135 mhz max but thats what they said about 970M and around there with a basic cooler so I guess in my situation with a strong laptop and strong gtx 1050 4GB which is almost like a desktop's gtx 1050 and a very good cooler with 5 fans it seems that I will be able to do it with a quite skill (its my first time overclocking but I have done many things on software too so I might have a chance) what my goal is too add somehow 207mhz? because gtx 1050 laptop's version can reach 1493 with boost clock so I get that sweet 1700Mhz of core clock :) good luck to me
