These are my current specs:

i7 6700 non K - 65 W TDP

MSI GTX 1080 Gaming X - According to this website it is 400W however on MSI's website it says ONLY 180W

I have a DVD recorder which is say 50W (it's most likely abit less, but let's be safe here).

Motherboard Is a Gigabyte DDR4 H110-m-h mATX which is about 35w maybe (haven't checked)

RAM: 2 DDR4 8gb ram sticks, maybe 7W total

1 SSD and 1 HDD which are like 10W max

-5 fans, most likely 15W total

adding the above: 15 + 10 + 6 + 35 + 50 + 400 or 180 + 65

we get a value of 581 to 361.

The powersupply I use is a Corsair VS550 W high efficiency PSU: http://www.corsair.com/en-ww/vs-seriestm-vs550-550-watt-power-supply

I'm not too familar with PSU units but here is what it says on their website

"Features

A dedicated single +12V rail offers maximum compatibility with the latest components
Active Power Factor Correction (PFC) with PF value of 0.99
AC input from 200~240VAC
Over-voltage, under-voltage, over-current, and short circuit protection provide maximum safety for your critical system components

High-quality capacitors provide uncompromised performance and reliability
A three year warranty and lifetime access to Corsair's legendary technical support and customer service
Safety Approvals: cTUVus, CE, CB, FCC Class B, TÜV, CCC, C-tick"

I really want my 1080 to run at 2k MHz atleast (I've got it to 2200MHz before). However it was a really hot day and I smelt something burning but wasn't sure if it was coming from my computer. I became paranoid and stopped everything immediately and no damage has been done. My main concern is my PSU might not be strong enough to handle overclocking. I am not worried about temperature or anything.

On MSI Afterburner, what happens if I increase the frequency of the clock and VRAM, but leave power consumption to 100% and not touch voltage? I don't play wiht voltage much anyway, not sure what it does. I'm new to OC'ing.

Solution
The 400w is it saying it recommends at least a 400w supply to run a 1080, not that the 1080 uses 400w. 550 is plenty to oc the whole rig if you choose. Still wouldn't be much if any over 400w
That VS series power supply is fairly low quality not really something I would even use in my PC much less overclock with.
Why must you run your card at 2K??
Your not running the DVD recorder all the time when gaming your looking at using around 300 Watts.
