Hi 
I have an Gtx 980 hof v2 edition .
Base clock - 1266
Boost clock - 1367 


Today I saw an gtx 980 hof v1
Base clock - 1304
Boost clock - 1418 

The cards looks exactly the same . I want to overclock my gtx 980 to the clock speeds of the V1 . Will it be safe, do I have to adjust any voltages 
I wil be using MSI afterburner

Try to oc.
If you can go higher at the same voltage, than others, you have a better chip.
We all want something for nothing.
Graphics card vendors are wise to this.
They bin their chip and use the better ones in factory overclocked versions that can sell at a better price.
Fancy coolers also sell but are not that much needed.
I think you get fair value with a factory overclocked card with a performance guarantee.
Past that, why bother.
GTX980 is a great card.
If performance is not good enough, look at a GTX980ti, or better yet, wait for pascal next year.

Congrats on your new card...HOF 980 is a beast. Many folks/and forums are dedicated to OCing, and there are exhaustive guides on "reaching you maximum OC". That said, people often apply the same stringent process to (IMO) minimal OCs...

In your case, adding 51mhz to your offset will have you boosting to the same 1418 and a slightly higher 1317 base. You should be fine making that adjustment, while increasing the power limit (no need to affect voltage IMO). Then, test it out on the most demanding titles you have or dedicated benchmarks. Check out "Heaven" by Unigine if you dont own FutureMark. GL mate.

Thanks alot . Im fairly satisfied with the galax HOF 980 performance I have the card for about 5 month now without any problems Im playing al the new games at kax settings on 1080p .

I7 4790K 4.6 ghz
Asus Z97 Ranger
16gb Kingston fury X ram
465 Gb SSD
Thermaltake tough power 650 w
NZXT phantom 530
