Overclocking has an odd side effect: PC turns on, off, then back on again?

For some odd reason, when I increase the clock speed of an FX-8320 by any amount whatsoever, my PC will encounter a weird side effect. When turning the PC on, it will turn on with lights and all, then shut off for 5-6 seconds. After that, it will start back up and boot into Windows normally. I really don't feel comfortable with this, so if any of you can help me resolve this issue I would highly appreciate it.

I have an OSZ PSU and it does the same thing for me...I read that it's quite normal. But 5-6 seconds seems excessive, as mine will shut the fans off and lights for about 2 after given the option to go into BIOS then kick into windows...I remember reading it was normal.
Just two questions.
Is your O.C. manually done through BIOS(looks as though it is)?
Did you stress test?

Yes, the overclocking was done through the BIOS. Stress testing was done, I found 4.4 at 1.4v to be the most stable as anything higher will cause BSOD's after 20-30 minutes of Prime95. How is this normal for a PSU? Still worries me quite a bit, I really don't want any damage to be done to the PC.

Do you turn your PSU of when shutting down? Sometimes it takes a bit for the PSU to power up after being off for a while...The only reason i commented was because i had the same odd problem...though it wasn't relevant to O.C.ing ATT and it wasn't a 5-6 second wait. Did some research and found out it was normal for my PSU...I believe it was in the manual but I have that tucked away right now.
I'm leaning toward a PSU problem if it truly is that long of a wait.

uncannytranny, it is perfectly normal, mine does it. When you overclock your CPU or Memory in the BIOS, then save and exit, the PC automatically shuts off for 5 seconds. Then it turns itself on, don't worry. The BIOS does it to get the Motherboard ready for the new overclock.

I'm leaning toward faulty MoBo as he's running prime...if it can make through a couple hours of that then the problems really doesn't reside in the stability. Any clock speed increase induces it and if it happens after any restart wihtout turning off the PSU in the back of the computer(if there is no power in the PSU it does take time...and this is the main reaction) then there's a problem. Could be PSU but I doubt it as it's triggered by any O.C...

As far as the processor goes, I feel like the overclock is stable but the rest of the build might not be. I think its an automated setting, incorrect voltage config or something along the lines of a failsafe kicking in to protect hardware that is causing the system to quickly turn off after being turned on. I am experiencing issues in games (even without the OC, tested for many hours) where my system will hang and make repeating alternating sounds until I force it off. I think this is caused by overheating GPU's or faulty memory which I will find out soon enough. I honestly do not think this is processor related to this issue because it happens very rarely and after extensive periods playing games. It doesn't occur while doing anything else extensive like rendering or even when doing long, intense testing in Prime95.

I feel it is either a GPU or memory issue.

GPU1 hits 95*C on FurMark after 30 minutes.
GPU2 hits 90*C on FurMark after 30 minutes. (EVGA GeForce GTX 660)

Memory tests have not been done yet, but I plan on doing those tonight.
