Overclocking i-3770 NON K version.

I have i3770 non K version with Asrock B75 Pro3-M motherboard. I wanted vt-d, that's why I didn't get the K version. I knew going into this setup, especially B75 chip, I wasn't going to overclock, but then my curiosity got the better of me.

So, this is what I did:

CPU ratio / All Core : 39 (this was the maximum my motherboard allowed)
Speedstep : Off
Turbo Boost: On (won't let me change this when i set the CPU ratio at 39)
C1E state : Off

There is no setting option for BCLK or frontside bus. I haven't messed with CPU voltage, CPU PLL voltage, nor VCCSA volt.

RESULT in CPUID:

Core speed : 3691.74 MHz
Multiplier : x37.0
Bus Speed: 99.78 MHz

The stock for this CPU is 3.4Ghz. I got it upto 3.7Ghz. Does anyone know why it didn't go upto 3.9Ghz since I changed to core ratio to 39???? With my setup, I'll be completely happy with 3.9Ghz if possible.
