Overclocking Intel Core i7 8700k stuck at 4.3GHz

After reading several threads I can say that my problem wasn't solved.

So I tried to overclock my 8700k but it's stuck at 4.3GHz. I tried to OC with my mainboard but the values are capped so I tried to use Intel XTU (Extreme Tuning Utility). Well, I set the multiplier to x47 (which is the maximum at this program) and the voltage up to 1.285V but under stress the cpu doesn't even pass the 4.29GHz ratio. When at e.g.8% load it sometimes reaches 4.4GHz but never the 4.7 I set. And why can't I change the values in my BIOS?

My Hardware:
Mainpoard: MSI B360-A Pro
2x8GB DDR4 RAM @ 2.666 MHz
GeForce GTX 1060 6GB GDDR5 RAM
And a pretty powerful liquid cool engine

Oh God, that can't be true... Now MSI has togive me my money back. I asked the support wether it is possible to OC the GPU and the CPU and they said yes... Wow, I'm crying right now

 
how long have you had the motherboard? you should be able to run a single core benchmark program and likely the 8700k will indeed boost one of its cores to 4.7ghz. i would check that. otherwise, to be quite honest, an 8700k@5.0ghz vs stock 4.3-4.7ghz isn't a make or break difference. for an adobe premier render we are talking 9 minutes vs 10 minutes or in gaming a 55fps vs 58fps difference. if you can still return your motherboard though, i would.

Well I get your point but its more the performance while cutting that makes me struggle. I will try to return my motherboard so I can get a Z370. Thanks for all the help
