Overclocking issue, CPU downthrottles

I have a Phenom X6 1045T and a ASROCK N68C-S UCC mobo. I tried to overclock the processor to 3.1Ghz. However when running prime, the cpu is being downthrottled to 1600Mhz and 1.288V. How to solve this?
Edit: My Cpu temperatue max when using prime was 32 degrees celcius
When running a game (Flight Simulator X) It doesnt downthrottle; stays at 3.1GHz
