I bought an AMD FX-4130 and I was going to overclock it. I am very new to overclocking so I looked around at a lot of things for help and I thought I had the basics of it down. However, whenever I try to overclock it, all programs run slower and Windows 7 switches back to it's aero theme and has issues doing basic tasks that it can do easily without overclocking. It's never a big overclock, usually in small increments. I also have yet to mess with the voltage because I heard that beginner's should not mess with that. When I enable Turbo it runs at 3.9 ghz and it runs fine but any manual overclock doesn't work. I use a Gigabyte GA-78LMT-USB3 motherboard but as far as I know it supports overclocking. Could someone please help point out maybe something I'm doing wrong or something else?

OC'ing is one thing that you need to do alot of reading before attempting.

For a successful OC, you'll need a good aftermarket cooler, a mobo with sufficient + quality power phases and heatsinks, and a quality power supply.

What do you have for a PSU and CPU cooler? Your Gigabyte GA-78LMT-USB3 isn't a good OC'ing mobo but you might get a low to moderate OC with the 4130.

Your system is slower and win7 aero theme issue come from an unstable OC. Either your CPU is overheating or it is lacking in voltage, causing instability in the OC.

Before you OC, make sure you have the hardware requirements I mentioned above.

Now get the Software you'll need. AMDOverDrive for monitoring your CPU temperature Margins (not temperatures...

Now get the Software you'll need. AMDOverDrive for monitoring your CPU temperature Margins (not temperatures, google "AOD temp margins"), CPU-Z for system readings and voltage, and Prime 95 for stress testing.

Once you have met all the hardware and software requirements , then you go into BIOS to disable anything that might interfere with your OC. ALWAYS USE BIOS TO OC.

Disable:

Turbo boost, C6 state, cool n'quiet, APM, SVM and whatever else that I can't quite remember. Those are the main four.

Then follow the video, its on a 6300 but the principles are the same.

Stress test on Prime95 Small ffts everytime you change either the multipler or the voltage! 20 mins per test!

I have a hyper 212 evo cooler and I can't remember what brand the psu is. I know it's 550w, 80+ certified, and has a single 12v rail. I didn't expect much of an overclock from my motherboard.
Didn't know I should use the BIOS for overclocking though. And while I do have Prime95 and CPU-Z and AOD I wasn't really using them much or for their intended purpose. Looks like I need to read up on it some more, but thanks for your help!
