I bought two 3000mhz GEIL, I'd like to OC them to 3200mhz since it is the best clock for a Ryzen 2 CPU, can I leave at 3200mhz or should I turn it off when it is not needed?

Solution
Looks correct.

Did you manually set the voltage or is it on auto?

As long as it's stable and no BSOD's I think you got pretty lucky on getting both memory to run overclocked.

I changed it from 3000 to 3200 in the BIOS

is on Auto. BTW, I could notice some improvement in the FPS already
Yeah, even going from 3000 to 3200 should provide a increase in FPS or minimal dips. I did some testing going from 2133 to 3200 on a Ryzen 2600 and the difference could be as high as 25 FPS. Even dips were affected, 2133 had frequent dips that were like 15-20 FPS dips and they happened often. When brought up to 3200 the dips were minimal, like 7 FPS tops and rarely occurred.
