Okay so I know this is utterly pointless an definitely not worth the effort yet I'm going to ask anyways for the sake of curiosity.

I've downloaded the EVGA Precision X software. After using that for awhile I've realized that my GPU temp doesn't go much above 70C in fact most I've seen was 72C under a very heavy load (of dingleberrys)

Anyways it says I can offset the stuff an it gives me a little bit to work with. Though my PSU is a piece of crap an only peaks at 350. Only has 18amps on the 12v rail. This particular GPU draws the power from the motherboard PCIe slot no 6-pin molex.

Is it possibly okay to raise the offset a little or am I in the situation where I shouldn't touch that at all unless downclocking to save the life of the card an to reduce the power consumption of my shit psu lol

What cpu and psu you've got? If you could afford 750ti can't you change you psu also, just in case. Even some Corsair 430W psu would do the job i believe(depends what cpu you've got). About oc i never like to push my gpu-s over 70c, but that's just me, ofcourse they can hande more. In your case 95c is max so you could pump a few more mhz from it while staying in safe zone.
