Question Overclocking my i9-9900k [Help]

So I would like to manually overclock my i9-9900k to be locked 4.5ghz on all cores. Is this an amount that wont ruin my cpu? I mainly need help with how to do this using a Asus ROG Strix z390-h mobo. (Hopefully i got the name right). I'm new to overclocking and it would be extremely helpful if someone could take the time to explain how to do so and what to do. I've googled it but I need more extensive help, sorry for the trouble

Enable 'high performance' mode in Windows.... They won't go lower than 4.7GHz then.

Ultimately though, the drop in clock speed is a power-saving feature. As/when your system needs more horsepower, it will auto-boost.
When it doesn't, it'll drop clocks to ~800MHz (?) to conserve energy.

Where can I change it to High Performance Mode? Pretty sure you're talking about in task manager but what do I change.
