Overclocking nightmare

Hey guys!
I just built a new comp (in my signature)
and i've been successful it overclocking my i7 920 to about 4ghz (190 x21 because of turbo boost)
but I have not been successful in getting to the base clock over 190. Whenever I try everything is fine until it gets to *starting windows* then it stays at that screen forever. I have tried bumping the voltage on the CPU a tiny bit and didn't help i kept on moving it up and then finally it would show starting windows and then blue screen.

If you guys could help that would be awesome!

currently my CPU voltage is 1.3000
my QPI voltage is 1.3000

Any adjustments to QPI voltage? That could be the problem.

What motherboard are you using? It could possibly need a pci bump up.

my QPI voltage is 1.3000

You're fine where you are. You probably need a little more Uncore voltage to go higher, but you're already fine so why bother?

Wait... so should i bump up the uncore voltage to... like 1.350 or all the way to 1.4
What would you suggest?

BTW i have a EVGA X58 SLI LE mobo

I use 1.45V Core, 1.50V Uncore for liquid-coold overclocking and 1.35V Core, 1.30V Uncore for air coold overclocking.
