Overclocking Old 1090t, can't get vcore to go past 1.4V

So I'm trying to overclock my old PC to see if I can get it to run fortnite at reasonable settings, and I can't get the voltage to go up.

I played a match and it was running pretty well until I got a frozen screen and the audio just started buzzing.

according to HWmonitor the cpu doesn't go over like 45 degrees C in OCCT test, so I don't think its thermals, but hey... what do I know... not much. haha.

I have an ASUS M4A89GTD pro/usb3 board and the version 3029 bios.
Corsair dominator GT (1866mhz) 4x 2gb (Pic below)
Zalman CNPS 9900max cooler


The only options I have for OC in the bios are to offset voltage (no direct entry anywhere that I can find.)

I've looked at 500 videos on how to overclock this CPU with this motherboard and all of them show some ability to simply enter 1.45v, not this offset that I have.

I know those numbers in the picture don't add up to 1.45, it was 1.392v before, so maybe it is going up? but nowhere close to what the offset number is.

I'm just trying to get it up to 3.8-4 ghz stable, which it seems I'm the only one having issues with it.

Is there something I missed? Is my chooch ultra 750w PSU not cutting the cheese?
