Overclocking on MSI B450m Bazooka - Ryzen 2600

I have 2 questions.

1. Will I be able to overclock my new CPU on the MSI b450m Bazooka micro atx motherboard?
and
2. Would I be able to overclock the 2600 with just using the stock cooler? I would want to aim for 3.8-4Ghz, would this be possible without my CPU overheating? (76-80 degrees celcius)

1. Yes.
2. Yes, speed will be based on silicon lottery but I would think 3.8 should be achievable but I hear the stock 2600 (not X version) can be quite loud.
