I'm new to overclocking and have currently overclocked my i5 8600k to 4.6 GHz; I've had it at 4.9 GHz stable.
I'm wondering how/if you can have the CPU not sit idle at the OC? Is there a way to make it idle at 4.2 GHz for instance? I have no issue with heat, hottest I've seen it get is around 75°C.

Solution
I don't see any reason at all why you would want this, an overclock at idle will not affect your cpu lifetime there is no need for this hassle. if you want to do this you will have to find a 3rd party software that can control your cpu overclock and maybe when it overclocks.
