Overclocking Pentium D

Ok, so I recently gave my PC a much needed upgrade. Out of finincial issues I'm doing it in sperts. Effectively all I really need to do is get a new processor. In the mean while I'm running with my old pentium D 930 3.0. The question is this... If overclocking it, can I just use the NVidia control panel and change the refrence clock FSB till I get like 3.5 or 4 (according to some sites) Or do I need to do it in my bios instead? Also anyone one OC a 930, and whats a safe point to do it?
