Overclocking Pentium E5800 is this safe?

can someone tell me if this is an OK speed for my E5800?
System specs
Gigabyte G41 MT-S2
Pentium E5800 Dual Core (Currently 4Ghz) (multiplier : 250 x 16)
Kingston ddr3 memory 2GB x 2
AMD Radeon HD6570 [700Mhz Core clock 720Mhz Memory Clock]
WD Green 1TB
Aerocool Strike X psu 600w
Deepcool Gammaxx 300 Cpu cooler
 


Its the same in bios. I cant get a new psu right now cuz im broke (LOL) thats why im stuck with this Pentium
 


if that was remotely accurate, and the 12v was actually 3.84, the pc would not be running at all. 12v components would not run with 3.84v. It's a false reading from the motherboard.
 
I have another PSU here... but its a Generic one. it came with my old CPU case. and People here told me not to trust Generic PSUs.
lol what should i use?
all i know about that psu is, its 600w. and it doesn't even have a 4 pin molex. LOL
 


dont use it. If you really want to confirm the actual 12v reading of your psu get a multimeter, set to DCv and connect one end to yellow wire (12v) and the other end to black.

You dont have to measure from this connector any spare 4 pin you can measure from.
