overclocking problem pls help

I downloaded custom resolution utility I set up a resolution and upped my Hz from 60 to 75 then I restart my pc the msi logo shows up and finish loading then the screen goes blank and stop loading

Sounds like your monitor did not accept the refresh rate.
That's not an overclock by the way your simply changing how fast your Monitor refreshes the screen rate.
Boot into safe mode and remove the program and best bet is to not mess with it anymore.
When you turn the PC on most OS use F8 to access the boot options. Spam that key till it brings you to a DOS screen and select Safemode with command prompt. Then let windows load and go uninstall that program.

the problem was fixed with a slight reset I did reset my chose not to delete files and it worked but next day I try to open after msi logo it's stuck in a blank page with a lpading circle i tried safe mode but it's still blank I have no idea what to do

Like i said, You should have uninstalled that program. Everything worked fine before you put it on there. So most likely that is the issue.
