Question Overclocking problem

Hello, first of all, sorry to my bad english.

I started trying to overclock my CPU in the past few days.
CPU: Intel core i7 2600K
MB: Asus p8h67-m
Scyte Mugen 5 CPU cooler.

Now I unfortunately run into a problem:
If I adjust the voltage in the bios, and then I start HWMonitor, CPUZ or some other tool, I see the CPU values change constantly, up to 3,913 in this case. Then I start a stress test (Burnintest, CPUID Powermax, or another), and then the values of all cores jump to 3,604 and don't change anymore. According to burnintest, the temperature is only 48 degrees Celsius (so this shouldn't be a problem).
It seems that a certain setting or function scales the CPU back to a certain value when it is loaded.
I just can't find where this is ...

What I have already tried:
  • The bios flashed to the latest version -> no effect.
  • Enable / disable as many functions as possible in the bios -> no effect.

Does anyone have an idea what this could be?

I think you mean to turn off the auto-mode?

The above image is from the manual.
Is set the Ai Overclock Tuner to manual.
Turned of the EPU power saving mode.
And adjusted the CPU voltage tot 1,3

Normally my processor is at below 30%
When i start burnintest, is goos to 100%
Why isn't it letting the cpu go higher than 3,4?
The temps are fine.
