Overclocking r9 290x on 600w?

I have a ATX 600W BeQuiet! 80+ silver PSU and an r9 290x direct cu II(asus) and i know it is risky but could i overclock it with minimal risk? Dont know if other system components are required for u guys to evaluate but im goin to put them

I'd want closer to a true 600, the Be Quiet is 600 Peak, the Be Quiet has about 540 on the 12 volt rail
