Question Overclocking RAM, can't get higher than 2666 MHz ?

Hi,

I've recently bought a Corsair Vengeance RGB Pro 32 GB DDR4 3200 MHz RAM. I installed the rams then i turned on the PC, went in BiOS and set XMP profile. The profile was set to 3200mhz as it is supposed to, but when it started to boot, it failed.
I realised that my MOBO (Gigabyte Z370 HD3) does not support ram over 2666mhz, only if its O.C.

I went back to BIOS and set the ram Mhz and Voltage manually to 2666mhz and 1.35v.

My questions are,
Did i set the correct voltage?
What does O.C. mean i guess its Overclock, but why can't i then set the RAM to 3200mhz right away?

Mobo: Gigabyte Z370 HD3
CPU: i5-8600

I think there is no cpu that officially supports higher than 2666mhz. I've checked i7-9700 for example, and it says on the offical site that it supports up to DDR4-2666mhz only. My mobo should support it, but still can't get it up to 3200mhz.
