Question Overclocking RX 470 Causes Rapid FPS Drop Every Few Seconds

Hey guys! I'm trying to overclock my RX 470 to get some extra performance using Radeon Wattman but there seems to be a problem with this otherwise-stable overclock that I got. During gameplay I get massive FPS drops from 60 to 12 - 18 FPS for a few seconds and then it jumps right back to the highs. This keep repeating every few seconds making everything unplayable. I overclocked the core clock to 1400 Mhz(State 7) with +50 power limit and 1150 mV at State 7. I really want to make this thing work because I have seen significant performance improvements. Does anybody known what could be the issue here? Is it a PSU issue or something else entirely?
