Overclocking "safe cap" FX8320/1060

Hello there. Got the next desktop setup :
amd fx8320 (NOT 8320e) 3.5ghz
kingston hyperxfury 2x8gb 1866mhz
zotac gtx 1060 3gb amp edition
asus m5a97 r2.0
ssd team l7 evo 60gb 2.5" sata3 tlc (OS)
toshiba p300 1tb 7200rpm 64mb (games/soft)
power supply 650w
os win10/64

Question #1 : which one will be better out of thsoe 3 overclocking this CPU+Memo (right now i am using stock fan with minor core overclock, since i cant decide w/ cooler)
a) zalman cnps10x performa+
b) cooler master hyper 212x
c) thermalright true spirit 90m

Question #2 : which will be safe cap i can reach at this setup. Is smthn like 4.5ghz + nb frequency 2.600 + 2133mhz (official website says that mobo cant see memory freq mroe than 2133mhz, but dd3 cap is 2400 if i am not wrong?) sounds okayish? 650w is enough for this kind of overclock?

What is about northbridge frequency? 2600 is okayish or not that safe?
I am sure about fx8320 can "see" 2400mhz frequency on ram, i am not sure mobo can "see" it (https://www.asus.com/us/Motherboards/M5A97_R20/specifications/ : specification tab -> 4 x DIMM, Max. 32GB, DDR3 2133(O.C.)/1866*/1600/1333/1066 MHz ECC, Non-ECC, Un-buffered Memory) :c
