Overclocking software for Windows 7

I am looking for a good piece of free software that will allow me to over/underclock my windows 7 pcs intel pentium 4. If you could direct me toward some, that would be great.

http://www.tomshardware.com/reviews/overclocking-software,2059-3.html Overclocking a pentium 4 is kind of pointless though because it will cause heat problems and the perfomance gain will be barely noticeable.

@Jasjar: I actually want to underclock it so that I can easily reduce my power consumption and fan noise. Also, thanks, that is exactly what I was looking for.
