Overclocking the GPU but Not CPU?

First thing first, I am a beginner when it comes with overclocking so, I really need some advice. I will like to overclock my CPU & my GPU but, right now I can't overclock my CPU until I have a better CPU cooler....."Please see forum link below".........I will like to know if I can overclock my video card but, not my CPU? Is that method safe or not? Help me please!

My Rig:
case: Rosewill Blackhawk Mid-Tower
CPU: Intel i5-3570K
GPU: Gigabyte G1 Gaming 970
PSU: Seasonic X-650 Gold
SSD: OCZ Vertex 4 128GB
HDD: Western Digital Caviar Black 1 TB
ODD: Asus Black Bluray Burner
RAM: 2x4GB (8GB) Gskill Snpier 1600
CPU Cooler: Cooler Master Hyper 212 EVO
 
The Gigabyte 970 / MSI 970 handle OC'ing very very well, I have not seen one yet that doesn't do well above 1500 Mhz. Download the OC utility of your choice (most prefer Afterburner) and start experimenting. Start with these settings:

With AfterBurner we applied:

Temp Target 80 Degrees C
GPU clock +150 MHz
Power limiter 112%
Mem clock +500 MHz
Volatge + 87Mv
FAN RPM default

That got them to:

Core Clock 1328 MHz
Boost Clock: ~1516 MHz
Memory Clock: 8002 MHz


As for the CPU, that cooler will get you 4.2 - 4.4 Ghz quite easily.
