Overclocking to increase fps games

My build

Asus rampage iv black edition
Cpu intel i7 4820k 3.7ghz
Liquid cooler h100i for cpu
Gpu Asus gtx 780 3gb
Ram g skill ripjaw z 16gb 4x4gb 1866mhz
Psu 750watts

Play games on my tv 55 inch samsung 3d smart tv MAX 60 hz it says 120hz or more but thats just auto motion plus. Anyways 60fps is all i need.
I play my games max settings and in 1080p i get 60fps most games. But games like watch dogs or even older game like gta 4 it drops to 40s sometimes. Assassins creed 4 it goes to 60 to 30 and lags. Games like gmod half life 2 i get perfect 60 to 59 fps

Abyways my question is in new to overclocking. Havent done it yet. Do i need extra hardware? Do i need gpu cooler? Do i need to overclock gpu or just the cpu? I heard most games depend more on cpu for fps increase? And is 750 watts enough for over clocking a cpu from 3.7 to 4.0 or more? How much more ghz i need to see difference in fps on cpu? Is it worth it? 5 to 10 fps more is worth it for me. Is that possible? If not inwont bother overclocking.

Overclocking a moderns CPU for games is pointless. If you're gonna have the same CPU after 3-4 years then overclocking will help for games of that time. Right now that CPU will handle any game flawlessly.

Overclocking the graphics card on the other hand will give you a boost.

Looking at your situation, the ASUS GTX 780 performs better than the one you have.
Might be something with your card, try updating the drivers, check the temps. Also Watch_Dogs is a broken game, I had many performance issues.
Btw that card comes with a slight overclock from the factory.

From what I've learned in my research (and experience) into overclocking a GPU is that is just a balance between temperature and clock speeds. The first step is to see what temp your card runs at. If it runs fairly cool, 60 degrees C or less, it probably has some more to give. If it's at 80-90 under load, chances are it's already at it's high end. Of course every card has a different balance of core speed, memory speed and voltage. Put them out of balance and you might introduce artifacts or crashing. That part seems to be trial and error and differs from card to card.

Not so much a solution to your question seen that I too am new to PC gaming and have recently build my own PC.......
i5 4690k, msi gaming 5 mobo, msi gtx 970 4g, 8GB hyper fury ram, evga 500w psu, cooler master t4, win 8.1 64bit........
but the issue I am having is that when I play Hawken or Street Fighter 4 my frames and picture look flawless and the games run at 60 frames per second, but when I play Star Wars unleashed part 2 I suffer severe stuttering and when I monitor the GPU interface it shows my PC ram being used at 100% on this game. I do not believe that this game requires more than 3 gigabytes of RAM.
