hi, i have windows me and i want to overclock my computer, where do i go or do to change the bus and cpu frequency and the clock?

Your OS has nothing to do with overclocking. Read Tom's guides, then read the post in this fourm, and come back with some more detailed questions. Yes, you do it in BIOS.
