Overclocking with a Cryorig C7-CAN IT BE DONE?

Do you think I can overclock with this? I don't know if I can or not. I will be overclocking and AMD Athlon X4 860K.

I'm getting an AMD A10-7870K to 4.2 GHz with this, no temperature problem. I suggest you be conservative, it is an upgraded but low profile cooler.

You can with lots of airflow from case fans, but i do not recommend. The C7 is for compact platforms, like mini-itx or mini-atx cases with restricted space... It's designed to be more quiet and cooler than the stock cpu fan, not designed primarily for performance due to its limited surface area on the heatsink and small fan. If you do overclock, temperatures will get hot - I warn you now, do it at your own risk.
