Overclocking wont apply. GIGABYTE GA-Z270-HD3

So I'm new to the over clock thing but I kinda did what I had to do. it even shows on the bios that i have changed the frequency and the voltage but they wont take affect once I run my operating system.
I have disabled Intel turbo but still. I also downgraded my current bios to an older version.

Motherboard: GIGABYTE GA-Z270-HD3

CPU: Intel Core i5-7600K

cooler: Corsair Hydro Series H100i v2

GPU: GTX 1070

I changed the frequency to 44 to start with and the voltage 1.200
and when I try to stress test it shows that am only using 3.99 ghz
....

anyone knows how to deal with this kind of bios?
