OC can give you a boost in performance. But usually not more than 10%
For example if you have a game running at 50 fps, you can maybe get 53-55 fps instead if you are lucky.
But your components will also heat up more and make more noise.

We do not know what your PC has in it, so we can't tell you.
Depends on many factors, from PSU, motherboard, CPU and GPU (if you want one or both to OC).
And generally if they are Overclockable from factory, you will do minimum to no damage to your system, unless you put your voltage way above normal.
